New Schedule Applies to all DOI 

Chang v. Workers’ Comp. Appeals Bd. (2007) 153 Cal.App.4th 750 [72 Cal. Comp. Cases 921:  The 3rd District Court of Appeal reaffirmed that the intent of the legislature was to make the new rating schedule apply to the most cases possible.  The legislative intent clearly shows that the new rating schedule was to apply to all dates of injury unless one of the three exceptions set forth applied.
